วัดโพธิ์ชัย เป็นพระอารามหลวง ตั้งอยู่ที่ถนนโพธิ์ชัย ในเขตเทศบาลเมือง เป็นที่ประดิษฐานหลวงพ่อพระใส ซึ่งเป็นพระพุทธรูปศักดิ์สิทธิ์คู่บ้านคู่เมือง
ที่ชาวเมืองหนองคายนับถือกันมาก หลวงพ่อพระใสเป็นพระพุทธรูปขัดสมาธิราบ ปางมารวิชัย หล่อด้วยทองสีสุก มีลักษณะงดงาม ตำนานเล่าว่า
พระธิดา 3 องค์ของกษัตริย์ล้านช้างได้หล่อพระพุทธรูปขึ้น 3 องค์และขนานนามพระพุทธรูปตามพระนามของตนเอง คือ พระเสริมประจำพี่ใหญ่
พระสุกประจำคนกลาง และพระใสประจำน้องสุดท้อง เดิมประดิษฐานที่กรุงเวียงจันทน์

ต่อมาในสมัยรัชกาลที่ 3 ได้อัญเชิญพระพุทธรูปทั้งสามลงเรือข้ามฝั่งมายังเมืองหนองคาย แต่เกิดพายุพัดพระสุกจมน้ำหายไป ส่วนพระเสริม
และพระใสได้ถูกอัญเชิญมาประดิษฐานไว้ที่หนองคาย จนในสมัยรัชกาลที่ 4 จึงได้อัญเชิญพระเสริมลงมาประดิษฐานที่กรุงเทพฯ ส่วนพระใส
ยังคงประดิษฐานอยู่ที่วัดโพธิ์ชัย จังหวัดหนองคาย ทุกปีในวันเพ็ญกลางเดือน 7 ชาวเมืองหนองคายจะมีงานประเพณีบุญบั้งไฟบูชาพระใสที่วัดโพธิ์ชัยเป็นประจำ
